The purpose of this report is to, 

i) describe progress over the period April 2003 – March 2004, and
ii) present the project’s workplan for the period April 2004 – March 2005. 

With this workplan WHC officially requests a six-month time extension of the project. This extension will allow for full implementation to continue until March 31 st , 2005 and provide a time buffer for unforeseen delays resulting from the series of elections to take place in Indonesia during 2004. Workshops to disseminate project results will be held at the national level and in Sumatra and Kalimantan in the first quarter of 2005/2006, followed by the wrapping up of project activities. 

The extension will not require additional funds, and will not entail an increase in the allocation for project management. This workplan covers the proposed six month extension, ending September 2006. Information included in this report was compiled in three stages: 

i) reports from component implementers; 
ii) site visits by the project workplanning team, 
iii) analysis by the core project team 1 . 

Site visits took place between February 26 th and March 1 st , 2004. The workplanning team divided into two groups, with one going to Central Kalimantan, and the other going to Sumatra (see Appendix 6 for schedule). Following the field visits, the core project team met in Bogor from March 1 st – 10 th to analyze the findings from the site visits and prepare the workplan for 2004/2005.
